Penguin and other Google Animal updates

The Google guys are super smart guys. When they try to push  Penguin or some other animal and when you see  search results, you can't come to any solid conclusion.

In all the new Penguin updates even after 2.1, search  results are randomized (most of the time) (sites ranking without any anchor text diversity can be seen).
