In all the new Penguin updates even after 2.1, search results are randomized (most of the time) (sites ranking without any anchor text diversity can be seen).
And I guess, it's being done intentionally. Unfortunately Google will not let you reverse engineer their algorithms that easily.
All you can do is to follow some general pattern (you will see exceptions in search results though, keep that in mind).
So what's the safe anchor text ratio post-penguin (esp. for your Affiliate sites).
Let's say your targeted term is Health.
1. 20% anchors = your money keywords i.e. Health, health reviews, buy health products
Some people prefer even 10-15% money keyword ratio which is fine as well. Post penguin, let your on page SEO rank your site (though don't bold, italicize every money keyword)
2. 20% anchors = keywords related to your money keyword (but not the keywords that have your money keyword in it). These are keywords that are generally related to product name i.e. nail fungus treatment, toe fungus treatment
You can get these related keywords by putting any of the top 3 website in keyword planner and then choosing the keywords that make more sense (and are more relevant).
3. 20% anchors = clickable domain URLs i.e http://yourdomain.com, yourdomain.com
4. 40% anchors = generic keywords i.e. click here, visit the blog, see this post, see this website
Now, on some sites there are like hundreds of such generic anchors given but in our testing we have found out that if you use your generic text too much (and esp. from such lists that have loads of generic keywords), that also tend to have some negative impact on ranking.
